Full House passes President Trump’s ‘big, beautiful bill’ by narrowest of margins

The U.S. House of Representatives passed by the narrowest of margins (215-214) President Donald Trump’s “One, Big, Beautiful Bill” in the early-morning hours of May 22.

 



The massive bill, which intends to implement President Trump’s agenda, now heads to the Senate for consideration under the budget-reconciliation process.

 



“This bill represents an historic opportunity to deliver economic freedom for working families, farmers and small businesses,” said Jason Smith, R-Missouri, chairman of the House ways and means committee. “The House has acted. Now the Senate must do its part and send this bill to President Trump’s desk.”

 



The bill passed out of the House ways and means committee May 14 and then failed to pass out of the budget committee but later made it through.



 

The bill, as approved last week by committee, includes significant changes to the section 45Z clean fuel production credit for the American biofuels industries.

 



Originally set to expire at the end of 2027, the bill extends 45Z through 2031.

 



It also only makes the credit available to biofuels produced from feedstocks that originate from the U.S., Canada or Mexico.

 



Importantly for farmers and biofuel producers that utilize crop-oil feedstocks, the bill also excludes the use of indirect land-use changes in calculating lifecycle greenhouse-gas emissions.

 



“The advanced biofuels industry is grateful to see the House include a multiyear extension of the clean fuel production credit (45Z) in its reconciliation package,” said Michael McAdams, president of the Advanced Biofuels Association. “Certainty is essential for businesses to invest in the infrastructure and workforce to grow American energy dominance in the advanced biofuels space. We look forward to working with biofuels champions in the Senate to make additional improvements to the credit as the legislative process continues to further expand America’s advanced biofuels capacity and strengthen the nation’s energy security.”
