Brazil’s government opens public-comment period on RenovaBio’s emissions-reduction targets

Brazil’s Ministry of Mines and Energy opened a public-comment period Sept. 11, public consultation No. 197, which addresses the eighth cycle of annual decarbonization targets of the National Biofuels Policy (RenovaBio).

 



The period runs until Oct. 26 and can be made through the MME’s public-consultation page.

 



The proposal discusses the regulatory-impact analysis on RenovaBio’s targets for the 2026-’35 decade.

 



Among the points under evaluation are the overall target of 48.09 million decarbonization credits (CBIOs) for 2026, which will subsequently be distributed among fuel distributors, in addition to the targets planned for the years 2027 to 2035, with tolerance intervals.

 



The goals were approved by the RenovaBio committee, the policy’s technical body, coordinated by MME and comprised of agencies such as the Civil House and the ministries of finance, agriculture and livestock, environment and climate change, science, technology and innovation, and transportation.

 



Also participating as permanent guests are the Ministry of Foreign Affairs, the National Agency of Petroleum, Natural Gas and Biofuels (ANP), and the Energy Research Co. (EPE).

 



The public consultation complies with Law No. 13,576/2017, which established RenovaBio.

 



The comment period is a necessary step to ensure public participation in defining goals of the policy, the main objective of which is to reduce the carbon intensity of the country’s fuel matrix while protecting consumer interests regarding price, quality and supply.

 



After analyzing the contributions received, the RenovaBio committee will forward the recommendations to the National Energy Policy Council (CNPE), which is responsible for the final decision.
